Notice of Intent to Adopt a Rule

Under
IC 4-22-2-23, the Bureau of Motor Vehicles intends to adopt a rule concerning the following:
OVERVIEW: Amends
140 IAC 1-9-1,
140 IAC 1-9-3,
140 IAC 1-9-4, and
140 IAC 1-9-5 to reduce fraud through the inclusion of the certificate of title. Adds a new section
140 IAC 1-10-1 to create efficiency in the material error review process. Amends
140 IAC 2-1-14 to extend the license plate life cycle. Amends
140 IAC 4-1.1-1,
140 IAC 4-1.2-2,
140 IAC 4-1.2-3,
140 IAC 4-1.3-1,
140 IAC 4-4-1.1,
140 IAC 4-4-7,
140 IAC 4-5-1, and
140 IAC 7-3-3.5 to update terminology. Amends
140 IAC 4-1.3-2 to clarify the procedure of license verification during driver training. Amends
140 IAC 4-1.3-3 to update terminology and reduce driver's education program instructor administrative requirements. Amends
140 IAC 4-1.4-1 to clarify the BMV's replacement driver training school license process. Amends
140 IAC 4-1.5-3 to reduce BMV scheduling requirements for driver school audits. Amends
140 IAC 4-2-1 to provide a hardship waiver for practice driving requirements. Amends
140 IAC 4-4-1.2 to update driver training school training requirements. Amends
140 IAC 4-4-1.3 to increase driver training school vehicle safety features.
Amends
140 IAC 4-4-6 to reduce learner's permit limitations. Amends
140 IAC 4-4-8 to update the driver education test result submission process. Amends
140 IAC 4-4-9 to increase driver schools' capabilities and changes learner's permit holder's rights and obligations before full licensure. Amends
140 IAC 4-4-11 to update driving skills test standards. Amends
140 IAC 4-5-2 to update the vision screening process. Amends
140 IAC 7-1.1-3 to change replacement credential requirements and update credential design. Amends
140 IAC 7-3-17.5 to make technical corrections and updates to maintain federal regulation compliance. Adds a new section
140 IAC 7-6-1 to provide rules for an emergency contact database. Amends
140 IAC 8-3-29 to direct the deposit of certain fees. Adds a new section
140 IAC 8-6-1 to provide limitations on testing in license branches. Repeals
