TITLE 856 INDIANA BOARD OF PHARMACY

Adds provisions to 856 IAC 4 establishing the requirements applying to a pharmacist intern or pharmacy technician who administers an immunization to an individual or group of individuals. Statutory authority: IC 25-26-13-31.7. Effective 30 days after filing with the Publisher.


SECTION 1. The definitions of this SECTION apply throughout this document:
(1) "Advanced practice registered nurse" has the meaning set forth in IC 25-23.
(2) "Board" is defined as the Indiana Board of Pharmacy.
(3) "Direct supervision" is defined as within reasonable visual or vocal distance.
(4) "Pharmacist" has the meaning set forth in IC 25-26.
(5) "Pharmacy student" has the same meaning as "pharmacy intern" as set forth in IC 25-1-9.3-5.
(6) "Pharmacy technician" has the meaning set forth in IC 25-26-19.
(7) "Physician" has the meaning set forth in IC 25-22.5.
(8) "Physician assistant" has the meaning set forth in IC 25-27.5.

SECTION 2. (a) A pharmacy technician can administer the following vaccines or immunizations pursuant to a drug order, under a prescription or according to a protocol approved by a physician:
(1) Influenza vaccine; or
(2) Coronavirus disease vaccine.

(b) A pharmacy intern can administer the vaccines or immunization listed in this SECTION in addition to any vaccines or immunization allowed in 856 IAC 4.

SECTION 3. A pharmacy technician who administers an immunization to an individual or individuals must be directly supervised during the administration of the immunization by a:
(1) pharmacist;
(2) physician;
(3) physician assistant; or
(4) advanced practice registered nurse.

SECTION 4. Prior to administering an immunization, the pharmacy technician must identify themselves to the patient as a pharmacy technician.

SECTION 5. (a) A pharmacy technician may not be required to:
(1) administer an immunization; or
(2) complete the accredited training program if the pharmacy technician chooses not to administer any immunization.

(b) If a pharmacy technician, chooses not to administer any immunization, a pharmacy technician is not required to complete the accredited training program in order to maintain a license to practice as a pharmacy technician.

SECTION 6. (a) Prior to administering an immunization, a pharmacy technician must complete a training program in administering immunizations. Training programs shall be approved by Accreditation Council for Pharmacy Education (ACPE) or board approved training programs by pharmacy organizations or colleges of pharmacy. Such training must, at a minimum, include instruction on:
(1) proper administration technique;
(2) proper documentation procedures;
(3) vaccine storage requirements; and
(4) responding to adverse reactions.

(b) Pharmacy technicians administering immunizations must maintain certification in Cardiopulmonary Resuscitation (CPR).

(c) The pharmacy technician holding the immunization certification is responsible for keeping all training up-to-date and complete.

(d) The pharmacy is responsible and shall maintain documentation of all immunization training completed by pharmacy technicians.

(e) The supervisory pharmacist is responsible for assessing the appropriateness of the immunization prior to administration and conducting necessary counseling.

SECTION 7. A pharmacy technician shall report adverse events of an immunization to the supervising pharmacist immediately upon knowledge of the adverse event.
