TITLE 312 NATURAL RESOURCES COMMISSION

Notice of Intent to Adopt a Rule

Under IC 4-22-2-23, the Natural Resources Commission intends to adopt a rule concerning the following:

OVERVIEW: Adds 312 IAC 9-1-5.3 to define "crossbow". Adds 312 IAC 9-1-7.8 to define "ground blind". Amends 312 IAC 9-3-2 to include the new nonresident youth deer licenses, to add license requirements for the new special antlerless season, to modify requirements for wearing hunter orange, and to establish requirements for ground blinds. Amends 312 IAC 9-3-3 to allow any individual to hunt deer with a crossbow during firearms season and the special antlerless season, to allow any individual over 64 years of age to hunt with a crossbow during archery season, to make other clarifications regarding the use of crossbows to hunt deer, and and to change the maximum case length for cartridges fired from rifles. Amends 312 IAC 9-3-4 to amend the number of antlerless deer that a youth hunter can take during the special youth deer season, to amend the urban deer zones in Lake and Porter counties, to require an individual during the urban deer season to take an antlerless deer before that individual may take an antlered deer, to modify the dates for the urban deer season, firearms season, and muzzleloader season, and to add a special antlerless deer season. Amends 312 IAC 9-3-8 to allow hunting on military reserves and national wildlife refuges under the nonresident youth deer licenses and resident youth consolidated hunting license and to allow hunting with firearms to begin on October 1. Makes other technical changes governing deer hunting. Effective 30 days after filing with the Publisher.
