    Adds 345 IAC 1-3-6.5 to require cattle, bison, goats, and cervids entering Indiana from Michigan be tested for Tuberculosis prior to entry into Indiana and retested for Tuberculosis after entering Indiana. Makes other changes in the law of Tuberculosis control.

    Amends 345 IAC 1-3 to require additional Pseudorabies testing for swine entering Indiana from certain areas. Under IC 4-22-2-37.1, IC 14-22-2-6, IC 14-10-2-5, and IC 14-22-6-13, the director of the department of natural resources adopts the emergency rule set forth in this document. The emergency rule is adopted with the awareness the regulation of wild animals in Indiana is the responsibility of the department of natural resources, and with a heightened awareness of that responsibility (as well as a responsibility for the welfare of flora and other fauna), within Indiana state parks. More particularly, based upon the opinion of professional biologists, the director has determined: (A) white-tailed deer within these state parks have caused, and will continue to cause, obvious and measurable damage to the ecological balance within these parks; and (B) the ecological balance within the state parks will not be maintained unless action is taken to control their populations.

(the 'Randolph-Sheppard Vending Stand Act') and currently known as the 'Vending Program for the Blind'.     -- This rule will amend and update existing provisions of 470 IAC 3.1 to clarify and revise the language of the rule to comply with changes in the federal regulations (34 CFR 303). Specifically, the amendments will: (1) revise the definition of 'parent', (2) revise the due process procedures for violations of federal and state laws, regulations, and rules, and (3) revise the due process hearings for resolving individual child complaints. Technical changes will also be made to the existing rule. This rule originally established a comprehensive system of early intervention services for eligible infants and toddlers with disabilities and their families.   • Title 470 Division of Family and Children -- #00-214 (PDF)

    -- The rule will amend several provisions of the existing rule, 470 IAC 3-10, relating to the Indiana Adoption Assistance Program (AAP) for special needs children. It will eliminate membership in a minority group as an eligibility criterion and make children two (2) years of age or older, or a sibling group in which one child is two (2) years of age or older, eligible for adoption assistance payments to the adoptive parents providing the child meets the other eligibility requirements of the rule. The rule will clarify the conditions for termination of an adoption assistance agreement to include specifically the death of the child or the death of the adoptive parent or parents. The rule will revise the description of determinations required, and the entity or entities responsible for making those determinations, regarding the availability of the child for adoption as an eligibility requirement for the program. The rule will add language clarifying the time in the adoption process when one (1) or more of the special needs criteria must be satisfied. The rule will also update terminology and statutory references in the existing rule, delete an obsolete reference to an interlocutory adoption decree, and make other nonsubstantive language changes.
