Notice of Reimbursement Rate Equalization


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to the reimbursement rates for dental services. The public notice period will run November 8, 2023, through December 8, 2023.

FSSA – OMPP proposes to establish a standard minimum fee schedule for dental services for Medicaid fee-for-service (FFS), Hoosier Care Connect, Hoosier Healthwise, and the Healthy Indiana Plan programs. This change will be effective January 1, 2024.

OMPP is making these changes to comply with the federal Medicaid and CHIP Managed Care Final Rule (2020), and will reimburse dental services based on a minimum fee schedule. The minimum fee schedule will be established by setting a percentage of billed charges for each dental service category relative to the American Dental Association's 2022 dental survey of billed charges. In addition to the equalizing rates across FFS and all managed care programs, the new fee schedule will also reflect the 10% strategic investment to the dental rates that was included in House Enrolled Act 1001.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
