Notice of Renewal and Changes to Behavioral and
Primary Healthcare Coordination Performance Monitoring


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice to renew and add a performance monitoring measurement for behavioral and primary healthcare coordination (BPHC). The public notice period will run 9/20/2023 to 10/20/2023.

FSSA – OMPP proposes to renew the adult 1915i program BPHC for an additional five years. Simultaneously, a performance measure will be added to the quality assurance process. During quality assurance reviews, the Division of Mental Health and Addiction (DMHA) state evaluation team (SET) will assess that the services provided during a package period are based on the person-centered plan developed with the consumer at time of application or reapplication. The DMHA SET will review and assess for the number and percent of completed BPHC services linked to goals, objectives, and/or strategies identified in the individualized integrated care plan associated with the package period under review. Finally, the renewal will also add clarifying language that states services provided face-to-face and by community mental health centers can also be provided through telehealth in compliance with IC 12-15-1.3-22.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana. Also, the AMHH SPA is available for review and public comment on the DMHA-A Draft Policies for Public Comment webpage (https://www.in.gov/fssa/dmha/Public-Comment/).
