Public Notice of Amendment of Rate Adjustments
for the Child Mental Health Wraparound Program


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP), and the Division of Mental Health and Addiction (DMHA) publishes this notice of amendment of and changes to the rates for the Child Mental Health Wraparound (CMHW) State Plan Benefit. The proposed reimbursement pages will be available for review and public comment from August 30, 2023, through September 29, 2023, by accessing DMHA-Y's Policy and Procedure webpage at https://www.in.gov/fssa/dmha/youthservices/operating-policy-and-procedure/. The effective date for these changes will be October 1, 2023.

The state plan is being amended to include the following changes to the rate methodology:
1. Rates to be developed using an independent rate model which uses Bureau of Labor Statistics data and market data.
2. Regularly scheduled rate reviews will take place every four years.
3. A cost-of-living increase of 2% will be applied annually until the next rate review.

OMPP and DMHA are changing the rate methodology to capture rates more accurately for these services and ensure that rates are updated regularly to keep up with inflationary demands. The changes to the rate methodology will result in an increase of provider reimbursement rates for delivering CMHW services. Below are the CMHW services offered and the new rates effective October 1.

Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
