SUMMARY OF FINDINGS UNDER IC 4-22-2.6-4
The Indiana state library is required by law to run a statewide library card program. Indiana law authorizes the state library to promulgate rules related to the statewide library card program. Having a statewide library card program ensures Indiana taxpayers an avenue for convenient and reasonably affordable access to libraries throughout the state. Access to libraries remains an important part of the community. Libraries connect people to information, assist patrons with job hunting efforts, are a safe place for kids to go for homework help, and offer classes that allow older adults to learn how to engage in the digital world, among other valuable services.
