Notice of Updates to Continuous Eligibility


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing continuous eligibility under Medicaid and the Children's Health Insurance Program (CHIP). The public notice period will run 06/21/2023 through 07/21/2023.

FSSA – OMPP proposes to modify 12-month continuous eligibility policies for children, where a child on Medicaid or CHIP is not required to submit eligibility documentation more than once a year when the annual eligibility review (redetermination) occurs. Children up to 19 years of age will not be subject to disenrollment from Medicaid or CHIP coverage based on changes which occur outside of the annual redetermination period, except for the child no longer being a resident of Indiana or requesting a voluntary withdrawal from the Medicaid or CHIP program. These changes will be effective January 1, 2024.

OMPP is making these changes to comply with House Enrolled Act 1091 and the federal Consolidated Appropriations Act, 2023. This state plan amendment will therefore make conforming changes to the Medicaid state plan to reflect federal legislation by updating processing rules to accommodate the required changes.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
