Public Notice Regarding the Implementation of Mobile Crisis
Unit Coverage for CHIP Members


In accordance with the public notice requirements of 42 CFR 447.205 and Section 1902(a)(13)(A) of the Social Security Act, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to add coverage for mobile crisis units for members in the children's health insurance program (CHIP). This public notice period will run 5/31/2023 through 6/30/2023.

OMPP is requesting a state plan amendment specific in aiding all CHIP members who utilize the 9-8-8 crisis hotline by providing them with real-time crisis care coordination via mobile crisis units anywhere in Indiana twenty-four (24) hours a day, seven (7) days a week in alignment with HEA 1222 (2022 regular session) and IC 12-21-8-10. These mobile crisis units are mobile, face-to-face, home and community based interventions consisting of multidisciplinary teams of trained providers that serve individuals experiencing a mental health or substance use related crisis. These units will provide triage/screening, assessment, de-escalation through brief counseling, case management/care coordination services, crisis intervention, transportation, safety planning, peer recovery support, medication training and support, and follow-up stabilization services. In addition, mobile crisis units will comply with national suicide prevention lifeline requirements and best practice guidelines for operational and clinical standards. These changes are to be effective July 1, 2023.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
