Notice of Fee for Service Nonemergency Medical Transportation Nursing Facility Resident Carve Out


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to the provision of nonemergency medical transportation (NEMT) services for the Medicaid fee-for-service (FFS) population residing in nursing facilities. The public notice period will run 05/24/2023 to 06/23/2023.

FSSA – OMPP proposes to carve out NEMT services for the Medicaid FFS population residing in nursing facilities from the NEMT brokerage. While the NEMT broker will assist OMPP in managing oversight and provider relations, nursing facilities will be responsible for provisioning all NEMT services and reimbursing for all, with the exception of basic life support and advanced life support ambulance transportation for its residents in the Medicaid FFS population. These changes will be effective July 1, 2023.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
