Notice of Changes to Alternative Benefits Plan Prescription Benefit


In accordance with public notice requirements established at 42 CFR §440.386, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to the HIP Basic and Plus prescription drug benefit. The public notice period will run 5/24/2023 to 6/7/2023.

FSSA-OMPP proposes that alternative benefit plans follow a statewide uniform preferred drug list (SUPDL) for drugs listed in the classes on the fee-for-service (FFS) preferred drug list. Following SUPDL, the state will amend its supplemental rebate agreements with drug manufacturers so that the state may collect supplemental rebates for utilization from both FFS and managed care outpatient drug claims. These changes will be effective July 5, 2023.

OMPP proposes to submit a state plan amendment to the HIP Basic and Plus prescription drug benefits. The amendment would align the alternative benefit plan with the state plan for a single preferred drug list. Beneficiaries in these plans will continue to be exempt from copayments for preventive care in accordance with 45 CFR §147.130.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
