In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing structured family caregiver payments for Medicaid programs. The public notice period will run 03/01/2023 to 03/31/2023.

FSSA-OMPP proposes making structured family caregiver payments exempt for all Medicaid categories. These structured family caregiver payments are nontaxable and are currently exempt for the Healthy Indiana Plan and Hoosier Healthwise populations. Currently, these payments are not exempt for our aged, blind, and disabled population as well as beneficiaries in the Medicare Savings Program. This state plan amendment aims to align Medicaid programs and exempt structured family caregiver payments for all Medicaid categories. The proposed effective date of this state plan amendment is April 1, 2023.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
