Notice of Changes in Statewide Methods and Standards for Setting Payments for
Medicaid Enrolled Nonstate Operated Intermediate Care Facilities for Individuals
with Intellectual Disabilities and Community Residential Facilities for the
Developmentally Disabled


In accordance with the public notice requirements of 42 CFR 447.205 and Section 1902(a)(13)(A) of the Social Security Act, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to the reimbursement methodology for nonstate operated intermediate care facilities for individuals with intellectual disabilities (ICFs/IID) and community residential facilities for the developmentally disabled. This public notice will run from 03/01/2023 to 03/31/2023.

OMPP proposes to increase the rate paid to any ICF/IID that is licensed as a comprehensive rehabilitative management needs facility (CRMNF) to seven hundred three dollars and ten cents ($703.10) per resident day. The proposed effective date is April 1, 2023.

It is estimated that the fiscal impact of this increase will increase federal and state expenditures approximately $0.576 million for federal fiscal year 2023 (federal share $0.399 million and state share $0.176 million), $1.151 million for federal fiscal year 2024 (federal share $0.760 million and state share $0.391 million), and $1.151 million for federal fiscal year 2025 (federal share $0.755 million and state share $0.396 million).

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.

There will be no public hearing.
