Public Notice of Renewal of the Child Mental Health
Wraparound State Plan Benefit


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP), and the Division of Mental Health and Addiction (DMHA) publishes this notice of renewal and changes to the Child Mental Health Wraparound (CMHW) State Plan Benefit. The CMHW proposed application will be available for review and public comment from November 9, 2022, through December 9, 2022, by accessing DMHA-Y's Policy and Procedure webpage (https://www.in.gov/fssa/dmha/youthservices/operating-policy-and-procedure/).

The CMHW proposes making the following changes to the current CMHW State Plan Benefit:
1. Wraparound facilitators will have an exclusive role, and wraparound facilitation agencies will be prohibited from providing any service other than wraparound facilitation, except for facility-based respite care.
2. Adjustments to state employees making eligibility determinations qualifications from being Child and Adolescent Needs and Strengths (CANS) certified to experience with the CANS assessment tool.
3. Updates to the CMHW State Transition Plan to reflect implementation and current requirements.
4. Removal of individual provider type of habilitation services and training and support for the unpaid caregiver services.
5. Removal of the requirement for accredited agencies to have qualifications reviewed at the time of accreditation in addition to every three years.
6. Requirement of individuals providing clinical supervision to be authorized by DMHA, employed by or contracted with the agency providing habilitation and training, and support for the unpaid caregiver services, completed DMHA approved training, and enrolled as a rendering provider under whose National Provider Identifier (NPI) services are claimed.
7. Crisis respite care has been renamed "unexpected respite".
8. Daily respite care limits have been increased from 28 days to 40 days per care plan year.
9. Hourly respite care limits updated from up to 39 fifteen minute units per day to up to 27 fifteen minute units in a calendar day.
10. Removal of child care home licensure from allowed licensure for facility-based respite care.
11. Updated "special needs" and "therapeutic" foster care descriptors to align with revised state language, modifying the foster care licensure type to include licensed child placement agencies (LCPA).
12. Inclusion of nonmedical transportation to be associated with facility-based respite care.
13. Updated service description in training and support for the unpaid caregiver:
a. to allow more than one caregiver of a member to receive training at a time; and
b. to allow for up to two hours per month of support to be provided telephonically.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
