Notice of Changes for Former Foster Care Youth


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice to extend health coverage to Indiana residents who were formerly foster care youth in any state. The public notice period will run 10/26/2022 to 11/25/2022.

Currently, Indiana has two categories of Medicaid coverage for former foster care youth:
• Former foster care youth who were enrolled in Medicaid and who aged out of foster care within the state of Indiana and qualify for Medicaid coverage up to their 26th birthday. This coverage does not have an income test or require annual redeterminations of eligibility.
• Former foster care youth from states other than Indiana can qualify for coverage until their 21st birthday, if they meet income and reporting guidelines.

FSSA – OMPP proposes to eliminate the second, more limited category, and extend health coverage up to age 26 to Indiana residents who were in foster care under the responsibility of any state when they turned 18; were enrolled in Medicaid at that time or at some point while in foster care; and who do not meet eligibility requirements for any other category of Medicaid. These changes will be effective January 1, 2023.

OMPP is making these changes to comply with Section 1002 of the SUPPORT Act.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
