Notice of Changes to EPSDT Vaccine Counseling


In accordance with public notice requirements established at 42 CFR 447.204 and Section 1902(a)(13)(A) of the Social Security Act, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing stand-alone vaccine counseling for all pediatric vaccines under the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) benefit. The public notice period will run 07/20/2022 to 08/19/2022.

FSSA – OMPP proposes to revise the EPSDT Vaccine Counseling benefit. These changes will be effective September 1, 2022.

OMPP is making this change to comply with section 9811 of the American Rescue Plan Act of 2021 (ARP), which requires states to provide eligible Medicaid and CHIP beneficiaries stand-alone general pediatric vaccine counseling as a component of the EPSDT benefit. This new coverage option to provide stand-alone general pediatric vaccination counseling as a component of EPSDT will begin September 1, 2022. This Medicaid State Plan Amendment (SPA) would provide Medicaid coverage for eligible members to receive general pediatric vaccine counseling as part of EPSDT.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources (DFR) office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
