EXECUTIVE ORDER: 22-08

FOR: INDIANA'S RESPONSE TO RUSSIA'S UNJUST INVASION OF UKRAINE


TO ALL WHOM THESE PRESENTS MAY COME, GREETINGS:

WHEREAS, on February 24, 2022, Russia launched a full-scale invasion of Ukraine, a gross violation of international law that I hereby condemn in the strongest possible terms on behalf of our State and its people;

WHEREAS, Russia's invasion has killed innocent men, women and children, and caused massive and widespread damage to homes, businesses, and infrastructure throughout Ukraine, all of which is ongoing;

WHEREAS, this wholly unwarranted and unjustified invasion of the peaceful nation of Ukraine threatens freedom, democracy, peace, stability, and the rule of law;

WHEREAS, the State of Indiana proudly stands alongside Ukraine and its people as they fight for their country and a prompt end to this horrific war;

WHEREAS, our State must take actions that demonstrate our determination and resolve to help support Ukraine, while at the same time punishing Russia; and

WHEREAS, after all the information mentioned below has been gathered and reviewed, more specific actions will be promptly taken;

NOW, THEREFORE, I, Eric J. Holcomb, by virtue of the authority vested in me as Governor of the State of Indiana, do hereby:

1. ORDER, that the Indiana Office of Technology take any and all steps to further strengthen and harden our critical state infrastructure from possible Russian cyber-attacks, and I encourage businesses and other organizations throughout our State to promptly evaluate their own situation and take whatever steps they deem appropriate in this regard;

2. ORDER, that the Indiana Department of Administration (IDOA) immediately review all contracts across state government to determine whether, and to what extent, Hoosier tax dollars are being spent on goods and services from Russian-owned or Russian-affiliated companies. Upon completion, IDOA will promptly report its findings to the Governor's Office.

3. ORDER, that the Commission for Higher Education (CHE) immediately contact our State's public colleges and universities to request information about whether, and to what extent, they receive Russian funding for their programs, research, and grants. Upon completion, CHE will promptly report its findings to the Governor's Office. I also encourage our State's private colleges and universities to promptly evaluate their own situation and take whatever steps they deem appropriate in this regard.

4. ORDER, that the Indiana Public Retirement System (INPRS) immediately review any and all investments to determine whether, and to what extent, any of them involve the Russian ruble and/or any securities of Russian-owned or Russian-affiliated companies. Upon completion, INPRS will promptly report its findings to the Governor's Office.

5. ENCOURAGE, all other individuals, companies, and organizations throughout our State to promptly evaluate their own situation and take whatever steps they deem appropriate in this regard, especially if they engage in business from time to time with Russia.

6. ACKNOWLEDGE, that the State of Indiana, in keeping with the time-honored traditions and tenets of Hoosier hospitality, stands ready to support the Ukrainian people affected by the Russian invasion should a federal policy, program, or initiative be implemented that requires or includes, for example, access to locations within our great State.
