EXECUTIVE ORDER:22-09

FOR: RECISSION OF COVID-19 PUBLIC HEALTH EMERGENCY DECLARATION & REMAINING PROVISIONS PERTAINING TO THE EMERGENCY


TO ALL WHOM THESE PRESENTS MAY COME, GREETINGS:

WHEREAS, on March 6, 2020, I issued Executive Order 20-02, followed by subsequent Executive Orders, which declared a public health emergency exists throughout the State of Indiana as result of the coronavirus disease 2019 (COVID-19) which has been deemed a global pandemic;

WHEREAS, since April 2020, the virus spread to every county in our State resulting in over 1,683,000 confirmed cases and over 22,000 Hoosiers deaths from COVID-19;

WHEREAS, to counter the pandemic, we implemented a vaccination program and have fully vaccinated over 3.5 million Hoosiers, which is over 56% of eligible Hoosiers;

WHEREAS, recently, however, there has been a rapid decline in confirmed daily cases, hospitalizations and deaths;

WHEREAS, earlier today, I signed into law HEA 1001 (2022) which provides a mechanism to continue financial support to Hoosiers and Hoosier families who are experiencing financial hardships due to the COVID-19 pandemic and allows Indiana to continue to secure additional federal financial relief;

WHEREAS, with the enactment of HEA 1001 (2022) and resultant actions taken by the Secretary of the Family and Social Services Administration, coupled with the decline in cases and deaths, this disaster has been dealt with to the extent that emergency conditions no longer exist; and

WHEREAS, as Governor, pursuant to Indiana's Emergency Management and Disaster Law, Ind. Code ch. 10-14-3, I have the authority to terminate a state of disaster emergency.

NOW, THEREFORE, I, Eric J. Holcomb, by virtue of the authority vested in me as Governor by the Indiana Constitution and the laws of the State of Indiana, do hereby order:

1. Public Health Emergency Disaster Declaration in Executive Order 22-01 Rescinded

The disaster declaration of a public health emergency in Executive Order 22-01 is rescinded effective upon my signature at 7:00 p.m. on March 3, 2022.

2. Directives in Executive Order 22-02 Rescinded

The directives in Executive Order 22-02 are rescinded effective upon my signature at 7:00 p.m. on March 3, 2022, except that temporary licensing of certain health care workers will continue until March 31, 2022, as provided in paragraph 2 of EO 22-02.
