Overview
This document clarifies the requirement of advanced cardiac life support certification which is required for paramedic re-licensure in 836 IAC 4-9-5(b)(3) of the EMSC rules.

Background
While advanced cardiac life support is accepted as a generic term of training and certification in advanced life support, predominantly it has been American Heart Association (AHA) programs which have been a classroom setting with psychomotor and cognitive testing. The development of AHA's Resuscitation Quality Improvement Program or RQI changes how advanced cardiac life support education and assessment is performed. The RQI program is an alternative to classroom training and in-person evaluations which has created confusion among providers and organizations as to how the RQI program is accepted for paramedic continuing education.

Policy
The AHA-RQI programs with approval of provider organization and EMS Medical Director are acceptable as to meet the requirement for advanced cardiac life support in 836 IAC 4-9-5(b)(3) with the RQI completion certificate or card as verification for re-licensure purposes. Additionally, an AHA-RQI program may count as general EMS continuing education as follows:
1. Credit for RQI participation must count hour per hour for time in participation as didactic education hours. Holding a valid RQI card does not equate to a specific number of continuing education hours since hours can vary significantly among participants.
2. RQI participation may count as skills verification at the BLS certification level only with the approval of the provider organization and EMS Medical Director.
