Notice of Changes to Medicaid Rehabilitation Option (MRO) Services


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to increase the access of the Medicaid Rehabilitation Option to eligible beneficiaries. The public notice period will run 11/17/2021 to 12/17/2021.

FSSA – OMPP proposes to modify the Medicaid Rehabilitation Option (MRO) service requirements allowing other behavioral health professionals to provide MRO services, within their scope and licensure, and to allow certain MRO services to be provided concurrent with other addiction treatment services. These changes will be effective January 1, 2022.

OMPP is making these changes in order to comply with House Enrolled Act 1468, signed into law by Governor Holcomb on April 29, 2021.This legislation requires the OMPP to apply for an amendment to the state Medicaid plan that would allow reimbursement by: (1) the office; or (2) a contractor of the office; for eligible MRO services provided by a behavioral health professional or other behavioral health professional authorized to provide Medicaid services working in a community mental health center for any Medicaid eligible recipient who is undertaking initial assessment, intake, or counseling in a community mental health center before the development of a plan of treatment. This legislation also requires the OMPP to apply for an amendment to the Medicaid State Plan that would allow Medicaid reimbursement for the purpose of authorizing MRO services as eligible services concurrent with reimbursement under the residential treatment program, level of care 3.1 for the clinically managed low-intensity residential services facilities, as set forth by the American Society of Addiction Medicine (ASAM), if the authorized MRO services are not currently reimbursed as eligible services under the ASAM 3.1 level of care Section 1115 Medicaid demonstration waiver bundled rate.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources (DFR) office, except in Marion County, where public inspection may be made at 402 W. Washington Street, Room W374, Indianapolis, Indiana.
