Notice of Changes in Methods and Standards for Medicaid Payments for
Inpatient Hospital and Outpatient Hospital Reimbursement
for Out of State Children's Hospitals


In accordance with public notice requirements established at 42 CFR 447.205 and Section 1902(a)(13)(A) of the Social Security Act, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing inpatient hospital and outpatient hospital reimbursement for out of state children's hospitals. This public notice period will run from May 26, 2021, through June 25, 2021.

OMPP proposes to revise Medicaid inpatient hospital and outpatient hospital reimbursement for out-of-state children's hospitals located in a state bordering Indiana. Inpatient hospital and outpatient hospital reimbursement shall be made at a rate that is one hundred thirty percent (130%) of the Medicaid reimbursement rate for a service. This change will be effective July 1, 2021, through June 30, 2023.

OMPP is making these changes in order to comply with state law as a result of House Enrolled Act (HEA) No. 1305. It is estimated that the fiscal impact of these changes will be an increase in state and federal expenditures of approximately $0.13 million for federal fiscal year 2021 (federal share of $0.09 million and state share of $0.04 million) and $0.52 million for federal fiscal year 2022 (federal share of $0.35 million and state share of $0.18 million).

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 W. Washington Street, Room W374, Indianapolis, Indiana.

There will be no public hearing. Anyone who wishes to comment on the proposed State Plan Amendment may submit through June 25, 2021, at 5:00 p.m. Written comments may be directed to spacomments@fssa.in.gov or by mail to:
