Notice of Changes in Methods and Standards for Medicaid Reimbursement for
Federally Qualified Health Centers (FQHCs) and Rural Health Clinics (RHCs)


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing reimbursement for the administration of COVID-19 vaccine for FQHCs and RHCs. The public notice period will run from May 26, 2021, through June 25, 2021.

OMPP proposes to revise Medicaid reimbursement for FQHCs and RHCs to reimburse COVID-19 vaccine administration separately from the prospective payment system (PPS). This change will be effective July 1, 2021.

OMPP is making this change to reimburse COVID-19 vaccine administration separately from the prospective payment system (PPS) to increase access to the COVID-19 vaccine. It is estimated that the fiscal impact of these changes will be an increase in state and federal expenditures of approximately $.50 million for federal fiscal year 2022 (federal share of $.50 million and state share of $0 million) and $.38 million for federal fiscal year 2023 (federal share of $.38 million and state share of $0 million).

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources (DFR) office, except in Marion County, where public inspection may be made at 402 W. Washington Street, Room W374, Indianapolis, Indiana.
