OFFICE OF THE SECRETARY OF FAMILY AND SOCIAL SERVICES

Notice of Coverage Expansion for Telehealth Services

In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing service coverage for telemedicine services. The public notice period will run from May 26, 2021, through June 25, 2021.

FSSA – OMPP proposes to modify health care coverage by expanding services available for delivery via telehealth under Indiana Medicaid. These changes will be effective July 11, 2021.

OMPP is making these changes in order to comply with Senate Enrolled Act 3, signed into law by Governor Holcomb on April 20th, 2021.This legislation updates the term of "telemedicine" instead to "telehealth services," and expands the types of practitioners who are now able to provide services via telehealth. This SPA will therefore make conforming changes to the State Plan to reflect state legislation by updating terminology and removing providers from the excluded provider types/services list that are now authorized to provide telehealth. It is estimated that there will be no fiscal impact as a result of these changes.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources (DFR) office, except in Marion County, where public inspection may be made at 402 W. Washington Street, Room W374, Indianapolis, Indiana.

There will be no public hearing. Written comments may be directed to FSSA, Office of Medicaid Policy and Planning, Attention: Sara Albertson, 402 West Washington Street, Room W382, P.O. Box 7083, Indianapolis, IN 46207-7083 or by email to spacomments@fssa.in.gov. Correspondence should be identified in the following manner: COMMENT RE: TELEHEALTH. Written comments will be made available for public inspection at the address herein of the OMPP.
