Under IC 4-22-2-24, notice is hereby given that on February 24, 2021, at 2:00 p.m., Indianapolis (Eastern) time, via video conference accessible online or via telephone, the Fire Prevention and Building Safety Commission will hold a public hearing on a proposed rule to modify 675 IAC 12-3-13 and 675 IAC 30 to make technical changes and modernize regulations governing the design, manufacture, fabrication, assembly, installation, alteration, repair, maintenance, operation, and inspection of regulated boilers and pressure vessels and the associated fees for inspection, permitting, inspector licensing, and variances.

This rulemaking is necessary to: (1) bring the rules regulating boilers and pressure vessels up to date with legislative changes that have occurred over the years; (2) incorporate the current emergency rules (LSA Document #19-334(E) and #19-426(E)) into the Indiana Administrative Code before their expiration on July 1, 2021; (3) clarify language; (4) reduce unnecessary regulation; and (5) address matters of health and safety. Specifically, regarding the new requirement to obtain a new operating permit and inspection upon movement of a portable boiler or unfired pressure vessel, this is necessary to ensure each time a vessel is moved and reinstalled, it is performed in accordance with the safety standards adopted in code and the location of the vessel can be tracked.
