Notice of Changes in Methods and Standards for Medicaid Payments for
Medical Equipment and Medical Supplies
August 12, 2020


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing reimbursement policy for Medicaid payments for medical equipment (ME) and medical supplies. This public notice period will run from August 12, 2020, through September 11, 2020.

OMPP proposes to revise the Medicaid payment rates for ME and medical supplies subject to the requirements of the 21st Century Cures Act of 2016 to the lowest non-zero Indiana Medicare fee schedule rate or competitive bidding single payment amount. This change will be effective February 1, 2021.

OMPP is making this change for ME and medical supplies in order to comply with federal law as enacted by the 21st Century Cures Act of 2016 and federal requirements of the Centers for Medicare and Medicaid Services (CMS) as set forth in State Medicaid Director letter 18-001. It is estimated that the fiscal impact of these changes will be a decrease in state and federal expenditures of approximately $1.96 million for federal fiscal year 2021 (federal share of $1.29 million and state share of $0.67 million) and $2.95 million for federal fiscal year 2022 (federal share of $1.94 million and state share of $1.01 million).

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.

There will be no public hearing. Anyone who wishes to comment on the proposed State Plan Amendment may submit through September 11, 2020, at 5:00 p.m. Written comments may be sent to spacomments@fssa.in.gov or by mail to:
