EXECUTIVE ORDER: 20-24

FOR: RESUMPTION OF ELECTIVE AND NON-URGENT MEDICAL PROCEDURES


TO ALL WHOM THESE PRESENTS MAY COME, GREETINGS:

WHEREAS, on March 6, 2020, I issued Executive Order 20-02 [20200311-IR-GOV200091EOA] which declared that a public health emergency exists throughout the State of Indiana as result of the coronavirus disease 2019 (COVID-19) outbreak in the United States and a confirmed report of the disease in our State;

WHEREAS, since then, on March 11, 2020, the World Health Organization declared COVID-19 to be a global pandemic and, on March 13, 2020, the President of the United States declared a national emergency with respect to this dangerous virus;

WHEREAS, in order to take all necessary steps to contain the virus, I issued various Executive Orders, including Executive Order 20-13 [20200422-IR-GOV200232EOA] which, among other things, directed that elective and non-urgent surgical and invasive procedures by health care providers and facilities shall be cancelled or postponed to help conserve personal protective equipment (PPE); and

WHEREAS, on April 20, 2020, I issued Executive Order 20-22 [20200429-IR-GOV200242EOA] which provided that the elective and non-urgent surgical and invasive procedures that were referenced in Executive Order 20-13 [20200422-IR-GOV200232EOA] ("Elective Procedures") may, as warranted by the circumstances, resume as of 11:59 p.m. on Sunday, April 26, 2020.

NOW, THEREFORE, I, Eric J. Holcomb, by virtue of the authority vested in me as Governor by the Indiana Constitution and the laws of the State of Indiana, do hereby order that:

1. Elective Procedures may resume as of 11:59 p.m. on Sunday, April 26, 2020. Health care providers and facilities may resume these procedures so long as they have adopted policies and best practices that protect patients, physicians and staff against COVID-19 and also have sufficient quantities of PPE. In connection therewith, providers and facilities should consult the best practices and recommendations developed by their respective medical associations or industries, many of which can be found online.

This Executive Order is a supplement to, and deemed to be part of, Executive Orders 20-02 [20200311-IR-GOV200091EOA], 20-13 [20200422-IR-GOV200232EOA], and 20-22 [20200429-IR-GOV200242EOA].
