Notice of Changes in Methods and Standards in the Calculation of
Income for Temporary/Seasonal Employment


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing the calculation of income for temporary/seasonal employment. The public notice period will run 6/10/2020-7/10/2020.

FSSA – OMPP proposes to allow an alternative budgeting methodology for reasonable and predictable income by requesting CMS approval of the Reasonable MAGI-based income methodology. Specifically, the state is requesting prorating gross monthly income received for temporary or seasonal employment over twelve months, which decreases monthly MAGI income. By using the reasonable and predictable MAGI-based methodology, Indiana Medicaid would be able to minimize the impact of temporary or seasonal employment income for Medicaid and CHIP eligibility groups.

OMPP is making these changes in order to comply with the 2020 Indiana House Enrolled Act (HEA) 1009 and to revise the Medicaid State Plan to reflect current policy. It is estimated that the fiscal impact of these changes will be an increase in state and federal expenditures of approximately $0.91 million for federal fiscal year 2020 (federal share of $0.75 million and state share of $0.16 million) and $0.91 million for federal fiscal year 2021 (federal share of $0.75 million and state share of $0.16 million).

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources (DFR) office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
