Notice of Public Hearing

Under IC 4-22-2-24, notice is hereby given that on June 24, 2020, at 1:30 p.m., at the Indiana Government Center North, 100 North Senate Avenue, Room N1058, Department of Local Government Finance Conference Room, Indianapolis, Indiana, the Department of Local Government Finance will hold a public hearing on the proposed rule to update and incorporate technical changes for the assessment administrative rules. Pursuant to Executive Order 20-09, and in light of the state public health emergency, the public hearing will be held electronically through the Webex telecommunications service. Instructions on how to access the electronic hearing will be made available on the Department's rulemaking docket, which is available at:

Under IC 6-1.1-31-1, the Department of Local Government Finance is required to adopt rules concerning the assessment of personal property and real property, and IC 6-1.1-31-12 requires the Department to adopt rules governing the reduction and increase of assessed valuations by the county assessor. Under IC 6-1.1-31.7-3 the Department is required to adopt rules for the certification and regulation of appraisers, and IC 6-1.1-35.5-8.5 requires the Department to adopt rules for the certification of and continuing education requirements for assessor-appraisers. Under IC 6-1.1-12.1-13, the Department is required to adopt rules implementing deductions and abatements for the rehabilitation or redevelopment of real property in economic revitalization areas.
The Department estimates that the proposed rule will not impose requirements or costs under IC 4-22-2-24(d)(3). As no financial impact is expected as a result of this rule, no supporting data, studies, or analyses were relied upon by the Department in its determination that the rule will have no or minimal fiscal impact on state or local government since no requirement is being added under this rule that is not already expressly required by statute.
