Notice of Changes in Methods and Standards for Medicaid Reimbursement for
Federally Qualified Health Centers and Rural Health Clinics


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing Medicaid reimbursement policy for federally qualified health centers (FQHCs) and rural health clinics (RHCs). The public notice period will run 5/13/2020-6/12/2020.

FSSA – OMPP proposes to revise Medicaid reimbursement for FQHCs and RHCs to add the following practitioners as eligible practitioners under the Medicaid prospective payment system: licensed clinical addiction counselors (LCACs), licensed marriage and family therapists (LMFTs), and licensed mental health counselors (LMHCs). In addition, the state intends to make corrections to outdated Medicaid State Plan language. These changes will be effective October 1, 2020.

OMPP is making these changes in order to comply with the 2019 Indiana House Enrolled Act (HEA) 1175 and to revise the Medicaid State Plan to reflect current policy. It is estimated that the fiscal impact of these changes will be an increase in state and federal expenditures of approximately $0.22 million for federal fiscal year 2021 (federal share of $0.14 million and state share of $0.08 million) and $0.22 million for federal fiscal year 2022 (federal share of $0.14 million and state share of $0.08 million).

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources (DFR) office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
