Clarification Notice of Changes for Certain Outpatient Mental Health and
Substance Use Disorder (SUD) Treatment Providers

In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA) Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to the Indiana Health Coverage Programs (IHCP) enrollment types/specialties for certain outpatient mental health and substance use disorder (SUD) providers, and their supervision requirements. This notice is a clarification to the public notice posted on March 25, 2020 [20200325-IR-405200172ONA], correcting the effective date of these changes. The clarification notice will be made available for review and public comment from April 8, 2020, to May 8, 2020.

In the 2019 Legislative Session, House Enrolled Act (HEA) 1175 expanded the provider types eligible to supervise a plan of treatment for a member's outpatient mental health and substance use disorder treatment services. Pursuant to HEA 1175, the state is making these changes to allow these licensed professionals to directly enroll as IHCP providers.

OMPP proposes to add enrollment types/specialties for the following practitioners: licensed clinical addiction counselors, licensed marriage and family therapists, licensed clinical social workers, and licensed mental health counselors. These changes will be effective October 1, 2020.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
