Notice of Changes in Methods and Standards for Medicaid
Nonemergency Medical Transportation (NEMT)


In accordance with public notice requirements established at 42 CFR 447.205 of the Social Security Act, the Indiana Family and Social Services Administration (FSSA) Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to reimbursement provisions and programmatic adjustments related to nonemergency medical transportation (NEMT) for Traditional Medicaid beneficiaries. The public notice period will run 4/1/2020 - 4/30/2020.

OMPP proposes to remove trips exceeding 20 one-way trips and trips of 50 miles or more one way from the prior authorization requirements; add gas reimbursement for family members or close associates as a reimbursable mode of transportation; add all out-of-state pickup and destination locations (except those in designated sister cities) to prior authorization requirements; and to update the commercial ambulatory services rate to add mileage based on the most efficient route. These changes shall be effective 8/1/2020.

These programmatic changes are aimed at reducing administrative burden and duplicative administrative processes, clarifying policy and practices for members and providers, and adding utilization management for all out-of-state pickups and destinations. These changes will positively impact all Medicaid members eligible for nonemergency medical transportation. Further, these changes bring the Medicaid State Plan into alignment with existing policy. There will be no fiscal impact as a result of these changes.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
