Clarification Notice Regarding the Amendment to the 1915(i) Adult Mental Health
Habilitation (AMHH) State Plan Benefit


In January 2020, the Indiana Family and Social Services Administration (FSSA) Division of Mental Health and Addiction Adult Services (DMHA-A) plans to submit a proposed amendment to the Adult Mental Health Habilitation (AMHH) State Plan benefit to the Centers for Medicare and Medicaid Services (CMS) for consideration. The AMHH amendment was made available for review and public comment from October 2, 2019, to November 1, 2019. This notice is a clarification to the public notice made at that time, correcting the fiscal information. The clarification notice will be made available for review and public comment from December 18, 2019, to January 17, 2020.

The amendment to the AMHH State Plan benefit included information regarding changes to the AMHH program which will have an effective date of April 1, 2020, contingent upon CMS approval. The primary objectives include:
1. Change the eligibility age from 35 years and older to 19 years and older.
2. Adjust the required Adult Needs and Strengths and Assessment (ANSA) score from 4 and above to 3 and above.
3. Change the two hour maximum for the Habilitation and Support to a six hour maximum, allotting more hours than skills training and development utilized under MRO.
4. Change the approved 200 hours of Care Coordination a year to 400 hours per year.
5. Change therapy and behavioral support for individual, family/couple, and with or without the individual from 24 hours to 75 hours.
6. Change addiction counseling for individual setting from 64 to 75 hours.
7. Change addiction counseling for family/couple with individual from 16 to 32 hours.
8. Change addiction counseling for family/couple without individual from 16 to 32 hours.
9. Change addiction counseling for group from 16 to 32 hours.
10. Change addiction counseling for group family/couple with individual from 16 to 32 hours. Change addiction counseling-group family/couple without individual from 16 to 32 hours.
11. Add a prior authorization (PA) option; additional units can be authorized via the PA system update process with CMS, such that it mirrors current MRO PA updates.
12. Approve all services without justification for the application process. The AMHH application will have this section removed.
13. Removal of peer support services from the AMHH State Plan benefit. These services are available under the Medicaid State Plan.
