Notice of Changes in Methods and Standards for Medicaid Payments for
Disproportionate Share Hospitals


In accordance with public notice requirements established at 42 CFR 447.205 and Section 1902(a)(13)(A) of the Social Security Act, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing reimbursement policy for Medicaid-enrolled hospitals. This public notice period will run 08/21/19 – 09/20/19.

FSSA OMPP proposes to revise the Disproportionate Share Hospital (DSH) payment methodology for the State Fiscal Year (SFY) beginning July 1, 2019, in the event that the Centers for Medicare and Medicaid Services (CMS) reduces the Indiana federal DSH allotment for that year. These changes shall be effective October 1, 2019.

FSSA OMPP is making these changes in order to implement changes to the DSH payment methodology to allow for an equitable distribution of the allotment among DSH hospitals, if the allotment is reduced. It is estimated that there will be no fiscal impact from the State Plan Amendment (SPA) changes, as they are only a revision of the methodology used to distribute the allotment, which is determined by CMS. The payment methodology changes introduced in the SPA will become effective only if CMS reduces the Indiana DSH allotment applicable to SFY 2019 payments. At the time of this notice, it is not known whether CMS will reduce the FY 2019 allotment, or the amount of any such reduction.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
