Public Notice Regarding Amendment to the Child Mental Health
Wraparound State Plan Benefit


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA) Division of Mental Health and Addiction Youth Services (DMHA-Y) intends to submit a proposed amendment to the Child Mental Health Wraparound (CMHW) State Plan Benefit to the Centers for Medicare and Medicaid Services (CMS) for consideration. The CMHW amendment will be available for review and public comment beginning on June 12, 2019, by accessing DMHA-Y's Policy and Procedure page (http://www.in.gov/fssa/dmha/2765.htm).

The amendment to the CMHW includes information regarding changes made to the CMHW program, which will have an effective date of November 1, 2019, contingent on CMS approval. Amendments to CMHW include removing the requirement of wraparound facilitation agencies to have a letter of endorsement from the local system of care in order to increase provider capacity in underserved areas of the state.

Additionally, the amendment will remove the qualification requirement for evaluators and wraparound facilitators to be other behavioral health professionals (OBHP), which will allow wraparound facilitators to receive only high fidelity wraparound (HFW) process based supervision rather than both HFW process based supervision and clinical supervision. This will ensure supervision that is consistent and supports fidelity to the evidence based practice, while also relieving a double supervision requirement.

The 30 day public comment period will run from June 12, 2019, through July 12, 2019. Comments may be emailed to dmhayouthservices@fssa.in.gov or mailed to the address below:
