Notice Regarding Changes in Statewide Methods and Standards for
Setting Payments for Medicaid Enrolled Nursing Facilities


In accordance with the public notice requirements of 42 CFR 447.205 and Section 1902(a)(13)(A) of the Social Security Act, the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to the reimbursement methodology for nursing facilities.

The OMPP proposes to carry out IC 12-15-14-8(b), which directs OMPP to implement an end of therapy (EOT) reclassification methodology in the RUG IV, 48-Group model for payment of nursing facilities.

It is estimated that the fiscal impact of the EOT implementation will decrease federal and state expenditures approximately $0.7 million for federal fiscal year 2020 (federal share $0.5 million and state share $0.2 million) and $2.9 million for federal fiscal year 2021 (federal share $1.9 million and state share $1.0 million). This change is to be effective July 1, 2020.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county division of family resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
