Notice of Changes in Methods and Standards for Medicaid Payments for
Medical Equipment (ME), Medical Supplies, and Vision Supplies


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing reimbursement policy for Medicaid payments for medical equipment (ME), medical supplies, and vision supplies. This public notice period will run 03/20/2019 – 04/19/2019.

OMPP proposes to revise the Medicaid payment rates for ME, medical supplies, and vision supplies (spectacles, lenses, etc.) to the lowest non-zero Indiana Medicare fee schedule rate or competitive bidding single payment amount. This change will be effective July 1, 2019.

OMPP is making this change for ME and medical supplies in order to comply with federal law as enacted by the 21st Century Cures Act of 2016 and federal requirements of the Centers for Medicare and Medicaid Services (CMS) as set forth in state Medicaid director letter 18-001. OMPP is making this change for vision supplies in order to implement a consistent reimbursement methodology for all items and services covered under the Medicare durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) fee schedule. It is estimated that the fiscal impact of these changes will be an increase in state and federal expenditures of approximately $44,000 for federal fiscal year 2019 (federal share of $29,000 and state share of $15,000) and $177,000 for federal fiscal year 2020 (federal share of $117,000 and state share of $60,000).

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
