Re. LSA Document #18-475 – Proposed Rule Regarding the Establishment of the Grants for Veterans' Services Program through the Indiana Department of Veterans' Affairs
On behalf of the Indiana Department of Veterans' Affairs (IDVA), I am submitting this notice to the Publisher in compliance with
IC 4-22-2-19, which requires an agency to begin the rulemaking process not later than 60 days after the effective date of the statute that authorizes the rule.
The statute authorizing IDVA to conduct the subject rulemaking is
IC 10-17-13.5, a statute added to the Indiana Code as a result of P.L.217-2017, SEC. 76. The IDVA staff has directed its staff and resources towards implementation and start-up of the program itself, which is intended to provide grant money to entities that focus on the elimination and prevention of homelessness in the greater veterans' community. With limited resources and time, it was the determination of the IDVA that the initial start-up of the program needed to take place prior to the drafting and implementation of rules.
IDVA has filed a Notice of Intent and has scheduled a public hearing on the Proposed Rule for March 8, 2019. It is the belief of IDVA that it will complete the rulemaking within the statutory timeframes established in the Indiana Code.
