Under IC 4-22-2-24, notice is hereby given that on March 8, 2019, at 2:00 p.m., eastern standard time, at the Indiana Government Center South, 302 West Washington Street, Conference Room 1, Indianapolis, Indiana, the Indiana Department of Veterans' Affairs (IDVA) will hold a public hearing to add rules to Title 914 of the Indiana Administrative Code. The purpose of this rule is to establish a program and procedures to provide grants for veterans' services. 914 IAC 1 sets forth criteria for determining applicant eligibility, funding sources, application processes, and standard operating procedures.
Statement justifying any requirement or cost imposed on a regulated entity under the rule and not expressly required by statute authorizing the agency to adopt the rule or any other state or federal law: The proposed rule does not impose a cost on any regulated entity, as the grant for veterans' services is funded through IDVA's operational budget. The adoption of the rule is justified due to the necessity of procedures, processes, and internal controls. It is further necessary to provide applicants specific requirements and criteria that will be evaluated when applying for a grant for the respective organizations.
