Under IC 4-22-2-24, notice is hereby given that on February 21, 2019, at 1:00 p.m., at the Natural Resources Commission, Division of Hearings, Indiana Government Center North, 100 North Senate Avenue, Room N103, Indianapolis, Indiana, the Natural Resources Commission will hold a public hearing on a proposed amendment to 312 IAC 18-3-23 to add two plants, Nitellopsis obtusa (starry stonewort) and Stratiotes aloides (water soldier) to the published list of prohibited invasive aquatic plants and to repeal 312 IAC 18-3-21 on Hydrilla verticillata.

Justification Statement: For the repeal of 312 IAC 18-3-21 and the amendment to 312 IAC 18-3-23, the proposed rule amendments would not impose requirements or costs under IC 4-22-2-24(d)(3). The proposed amendment adds two invasive species to the list of regulated invasive species and asks marinas and businesses that specialize in watercraft to perform routine inspections of the equipment moving from one body of water to another to inspect for the additional invasive species. This proposed rule does not impose an additional financial burden on those businesses.
