Under IC 4-22-2-24, notice is hereby given that on January 3, 2019, at 1:00 p.m., eastern standard time, at the Indiana Government Center South, 302 West Washington Street, Conference Room D, Indianapolis, Indiana, the Indiana Veterans' Affairs Commission will hold a public hearing to add a new rule to Title 915 of the Indiana Administrative Code. The purpose of this new rule is to establish criteria and procedures utilized by the Indiana Veterans' Affairs Commission in the administration of the Military Family Relief Fund. 915 IAC 3 sets forth criteria used in determining applicant eligibility, hardship considerations, the applicant's financial need, and the applicant's rights to appeal under the Indiana Administrative Orders and Procedures Act.

Statement justifying any requirement or cost imposed on a regulated entity under the rule and not expressly required by statute authorizing the agency to adopt the rule or any other state or federal law: The proposed rule does not impose a cost on any regulated entity, as the Military Family Relief Fund is a voluntary grant award program upon which individuals may apply for assistance from the fund. The adoption of the rule is justified due to the necessity to provide clarity and guidance to the Department of Veterans' Affairs on general administration of the fund and in making awards from the fund. It is further necessary to provide individual applicants specific requirements and criteria that will be evaluated when applying for assistance from the fund.
