Under IC 4-22-2-24, notice is hereby given that on November 8, 2018, at 10:00 a.m., at the Indiana State Department of Health, 2 North Meridian Street, Indianapolis, Indiana, the Indiana State Department of Health will hold a public hearing on proposed amendments to 410 IAC 1-2.4-6 to update the definition of health level 7; amendments to 410 IAC 1-2.4-8 to provide a requirement that hospitals provide notice of the system being offline if planned and to add additional data fields required to be reported by hospitals; and the repeal of 410 IAC 1-2.4-11.
The Indiana State Department of Health has the authority to adopt this rule under IC 16-19-10-5 and IC 16-19-10-8.
IC 4-22-2-24(d)(3) Justification Statement: The proposed rule will not add any additional costs to regulated entities. The number of regulated entities affected by this proposed rule change is limited to all hospitals that have an emergency department. These hospitals are already required to report specific variables per the Centers for Medicare and Medicaid Services (CMS) Meaningful Use guidelines. This rule adds seven new variables to the rule to formalize all of the critical data needed by the Indiana State Department of Health. This rule will align Indiana syndromic surveillance reporting requirements with the criteria for electronic transmission required by CMS, increase data quality, and create a timeframe by when a facility must inform the Indiana State Department of Health of an update. This data will aid the Indiana State Department of Health in monitoring the burden of disease in Indiana and identifying disease outbreaks. More rapid identification of communicable disease will support prompt response to implement public health and community measures to slow the spread of disease. No supporting data, studies, or analyses were relied upon by the Indiana State Department of Health in its determination.
