Public Notice Regarding the Renewal to the 1915(i)
Behavioral and Primary Healthcare Coordination (BPHC)
State Plan Benefit Programs


In accordance with public notice requirements of 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA) Division of Mental Health and Addiction Adult Services (DMHA-A) intends to submit a proposed renewal to the 1915(i) State Plan benefit to the Centers for Medicare & Medicaid Services (CMS) for consideration. The 1915(i) State Plan benefit renewal will be available for review and public comment beginning on August 22, 2018, by accessing DMHA-A's Policy and Procedure page (http://www.in.gov/fssa/dmha/3103.htm).

The renewal to the 1915(i) State Plan benefit will have an effective renewal date of June 1, 2019, contingent on CMS approval. There are no new changes in the waiver; however, the Office of Medicaid and Policy Planning (OMPP) and DMHA-A have proposed the addition of a requirement for the provider to supply a copy of the BPHC Individualized Integrated Care Plan (IICP) to the member or legal guardian.

As a result of the program experience in the first years of implementation the expected members served and fiscal impact have been updated to reflect actual program impact. Originally, it was estimated there would be 4,562 members served but the new estimate with program experience and utilization is estimating 3,000 members served. The decrease in estimated members results in the fiscal impact decrease.
