TITLE 513 COMMISSION ON SECLUSION AND RESTRAINT IN SCHOOLS

Under IC 4-22-2-24, notice is hereby given that on May 3, 2018, at 3:00 p.m., at the offices of the Indiana Department of Education, 115 West Washington Street, Suite 600, Indianapolis, Indiana 46204; AND on May 10, 2018, at 4:30 p.m., at Porter County Education Services, 750 Ransom Road, Valparaiso, Indiana 46385; AND on June 4, 2018, at 4:30 p.m. central time, at the Diocese Of Evansville, 4200 North Kentucky Avenue, Evansville, Indiana 47711; the Commission on Seclusion and Restraint in Schools will hold a public hearing on proposed changes to Title 513 of the Indiana Administrative Code.
The proposed changes are intended to: add a preamble; amend 513 IAC 1-1-12 to modify definition of "physical restraint"; add 513 IAC 1-1-18.5 to add a definition for "school resource officer"; amend 513 IAC 1-1-20 to modify definition of "staff"; amend 513 IAC 1-2-5 to clarify when a bus harness or other safety equipment may be used to restrain a student when transporting; amend 513 IAC 1-2-7 to clarify those provisions and to add the requirement to report the use of seclusion or restraint by school resource officers; amend 513 IAC 1-2-9 to add provisions requiring the Indiana Department of Education to review a sampling of incident reports by schools; and amend 513 IAC 1-2-11 to add provisions requiring the Department to receive, on behalf of the Commission, reports from the public regarding school restraint and seclusion plans.
The proposed rule would not impose requirements or costs under IC 4-22-2-24(d)(3).
