EXECUTIVE ORDER: 18-02

FOR: DECLARING A DISASTER EMERGENCY IN BENTON, CLARK, CRAWFORD, FLOYD, JEFFERSON, SPENCER, AND WARRICK COUNTIES DUE TO STORMS, TORRENTIAL RAINFALL, AND FLOODING


TO ALL WHOM THESE PRESENTS MAY COME, GREETINGS.

WHEREAS, Indiana Code § 10-14-3-12 provides that the Governor shall declare a disaster emergency by executive order if he determines that a disaster involving widespread or severe damage, injury, or loss of life or property has occurred or that the occurrence or threat of a disaster is imminent;

WHEREAS, beginning on February 15, 2018 and lasting through February 25, 2018, northern and southern Indiana experienced near record rainfall amounts, resulting in extensive flooding and widespread damage;

WHEREAS, on February 24, 2018, I declared that a state of disaster emergency exists in Carroll, Dearborn, Elkhart, Fulton, Lake, Marshall, Perry, St. Joseph, Starke, Switzerland, and White counties;

WHEREAS, additional torrential rainfall continued through February 25 across northern and southern Indiana, causing extensive flooding and widespread damage through Benton, Clark, Crawford, Floyd, Jefferson, Spencer, and Warrick counties, resulting in many state, county, and federal roads being damaged and/or closed, as well as damage to homes, businesses, and other structures; and

WHEREAS, based on additional reports of evacuations, water rescues, and flooding damage, it is now necessary to add to the list of counties in which a state of disaster emergency shall exist, the following: Benton, Clark, Crawford, Floyd, Jefferson, Spencer, and Warrick.

NOW, THEREFORE, I, Eric J. Holcomb, by virtue of the authority vested in me as Governor of the State of Indiana, do hereby:

DECLARE that a state of disaster emergency also exists in Benton, Clark, Crawford, Floyd, Jefferson, Spencer, and Warrick counties. This declaration of disaster emergency shall be effective immediately, and, pursuant to Ind. Code § 10-14-3-12, shall continue for thirty (30) days;

ORDER the Indiana Department of Homeland Security, having already begun implementation of the State Emergency Plan, to enlist the support of such other state agencies as are needed and also to provide needed emergency services to the counties mentioned in this executive order that have been impacted by the storms, torrential rains, and subsequent flooding; and

ORDER the Executive Director of the Indiana Department of Homeland Security to coordinate any and all necessary assistance with appropriate federal, state and local agencies.
