Notice of Public Comment Period for Transitioning
Foster Children and Children under Age 19 with Adoption Assistance
from Hoosier Care Connect to Hoosier Healthwise


In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning (OMPP) publishes this notice to do a State Plan Amendment to transition foster children and children under age 19 with adoption assistance from Hoosier Care Connect to Hoosier Healthwise. This notice will run 12/27/17-1/26/18.

PURPOSE

This Medicaid State Plan Amendment will allow foster children and children under age 19 with adoption assistance to transition from the Hoosier Care Connect managed care program, which is largely comprised of disabled individuals of any age that do not have Medicare, to the Hoosier Healthwise managed care program, which is mostly comprised of children in order to expand opportunities for care management for these child members.

This Medicaid State Plan Amendment will also transition low-income children ages 19 and 20 from Healthy Indiana Plan (HIP) State Plan benefits to HIP Regular Plan benefits. This population would also potentially qualify for the enhanced federal match under the Affordable Care Act under the newly eligible adult group.

The proposed effective date for this change is 2/1/18.

SUBMISSION OF COMMENTS

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
