Sec. 13. (a) Two (2) or more horses which are entered in a race shall be joined as a mutuel entry and single betting interest if they are owned or leased in whole or in part by the same owner or are trained by a trainer who owns or leases any interest in any of the other horses in the race except entries may be uncoupled in stakes races and invitational races.
(b) No more than two (2) horses having common ties through ownership or training may be entered in an overnight race, except in races to be divided. Under no circumstances may both horses of a coupled entry start to the exclusion of a single entry. When making a coupled entry, a preference for one (1) of the horses must be made.

Sec. 4. (a) Two (2) or more horses which are entered in a race shall be joined as a mutuel and single betting interest if they are owned or leased in whole or in part by the same owner, except entries may be uncoupled in stake races and invitational races with permission of the stewards.
(b) (a) No more than two (2) horses having common ties through ownership or training may be entered in an overnight race, except in races to be divided. No owner may start two (2) or more horses in a race to the exclusion of another owner's single entry except in stakes or stakes trials. Preference for horses with the same trainer, but having no common ties of ownership, will be determined by the conditions of the race and/or preference date and may exclude a single entry.
(c) (b) A trainer may not train for another trainer licensed in the state of Indiana.

Sec. 2. (a) Each horse shall carry a conspicuous saddle cloth number corresponding to the official number given that horse on the official program.
(b) In the case of a coupled entry that includes more than one (1) horse, each horse in the entry shall carry the same number, with a different distinguishing letter following the number. As an example, two (2) horses in the same entry shall appear in the official program as 1 and 1A.
(c) Each horse in the mutuel field shall carry a separate number or may carry the same number with a distinguishing letter following the number.

71 IAC 8-5-12 Contact with entered horses

Sec. 12. (a) Practicing veterinarians and their helpers are prohibited from having contact with a horse within twenty-four (24) hours of its scheduled race except during the administration of furosemide under the guidelines set forth in 71 IAC 8.5-1-5(6) 71 IAC 8-1-5(6) and 71 IAC 8.5-1-5(7) 71 IAC 8-1-5(7) or unless prior approval has been given by the judges or by the official veterinarian.
(b) Notwithstanding provisions (a) above, subsection (a), in the case of an emergency a practicing veterinarian may have contact with a horse within twenty-four (24) hours of its scheduled race. If this occurs, the practicing veterinarian shall immediately report such contact and the reasons necessitating the contact to the judges or in their absence to commission or track security.

Sec. 5. All proceeds distributed to the recognized standardbred association under IC 4-35-7-12(f)(2) shall be distributed as follows:
(1) Three hundred seventy-five thousand dollars ($375,000) shall be distributed to the state fair commission to be used by the state fair commission to support standardbred racing and facilities at the state fairgrounds.
(2) One hundred twenty-five thousand dollars ($125,000) to the state fair commission to be used by the state fair commission to make grants to county fairs to support standardbred racing and facilities at county fair tracks. The state fair commission shall establish a review committee to include the standardbred association board, the Indiana horse racing commission, and the Indiana county fair association to make recommendations to the state fair commission on grants under this clause [subdivision].
(3) Fifty percent (50%) of the amount remaining after the distributions under clauses (A) and (B) [redesignated subdivisions (1) and (2) by the Publisher] for the following purposes:
(A) Ninety-six and five-tenths percent (96.5%) for standardbred purses.
(B) Three and five-tenths percent (3.5%) to the horsemen's association representing standardbred owners and trainers.
(4) Fifty percent (50%) of the amount remaining after the distributions under clauses (A) and (B) [redesignated subdivisions (1) and (2) by the Publisher] to the breed development fund established for standardbreds under IC 4-31-11-10.
