TITLE 655 BOARD OF FIREFIGHTING PERSONNEL STANDARDS AND EDUCATION

Temporarily amends 655 IAC 1-2.1 concerning Training for Voluntary Certification Program, to include the most current edition of the following National Fire Protection Association (NFPA) standards: 472, 1001, 1002, 1003, 1021, 1031, 1033, 1035, 1041, 1521, and 1670. Statutory authority: IC 36-8-10.5-7(f). Effective August 14, 2017.


SECTION 1. (a) This SECTION supersedes 655 IAC 1-2.1-4.

(b) The minimum training standards for Firefighter I certification shall be as set out in Chapter 5 of that certain document titled NFPA 1001, Standard for Firefighter Professional Qualifications, 2013 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

SECTION 2. (a) This SECTION supersedes 655 IAC 1-2.1-5.

(b) The minimum training standards for Firefighter II certification shall be as set out in Chapter 6 of that certain document titled NFPA 1001, Standard for Firefighter Professional Qualifications, 2013 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall be certified as a Firefighter I or Second Class Firefighter.

SECTION 3. (a) This SECTION supersedes 655 IAC 1-2.1-5.1.

(b) The minimum training standards for Firefighter I/II certification shall be as set out in Chapters 5 and 6 of that certain document titled NFPA 1001, Standard for Firefighter Professional Qualifications, 2013 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

SECTION 4. (a) This SECTION supersedes 655 IAC 1-2.1-6.

(b) The minimum training standards for Driver/Operator-Pumper certification shall be as set out in Chapters 4 and 5 of that certain document titled NFPA 1002, Standard for Fire Apparatus Driver/Operator Professional Qualifications, 2017 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall:
(1) have been certified as at least a Firefighter I or First Class Firefighter; and
(2) hold a valid driver's license.

SECTION 5. (a) This SECTION supersedes 655 IAC 1-2.1-6.1.

(b) The minimum training standards for Driver/Operator-Aerial certification shall be as set out in Chapters 4 and 6 of that certain document titled NFPA 1002, Standard for Fire Apparatus Driver/Operator Professional Qualifications, 2017 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall:
(1) have been certified as at least a Firefighter I or First Class Firefighter; and
(2) hold a valid driver's license.

SECTION 6. (a) This SECTION supersedes 655 IAC 1-2.1-6.4.

(b) The minimum training standards for Driver/Operator-Mobile Water Supply certification shall be as set out in Chapters 4 and 10 of that certain document titled NFPA 1002, Standard for Fire Apparatus Driver/Operator Professional Qualifications, 2017 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall:
(1) have been certified as at least a Firefighter I or First Class Firefighter; and
(2) hold a valid driver's license.

SECTION 7. (a) This SECTION supersedes 655 IAC 1-2.1-7.

(b) The minimum training standards for Airport Firefighter-Aircraft Crash and Rescue certification shall be as set out in Chapter 4 of that certain document titled NFPA 1003, Standard for Airport Fire Fighters Professional Qualifications, 2015 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall have been certified as at least a Firefighter II or First Class Firefighter for a period of at least one (1) year prior to the date of application.

SECTION 8. (a) This SECTION supersedes 655 IAC 1-2.1-7.1.

(b) The minimum training standards for Fire Officer-Strategy and Tactics certification shall be as set out in Sections 4.6, 4.6.1, and 4.6.2 of that certain document titled NFPA 1021, Standard for Fire Officer Professional Qualifications, 2014 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall have been certified as at least a Mandatory Firefighter for a period of at least one (1) year prior to the date of application.

SECTION 9. (a) This SECTION supersedes 655 IAC 1-2.1-8.

(b) The minimum training standards for Fire Officer I certification shall be as set out in Chapter 4 of that certain document titled NFPA 1021, Standard for Fire Officer Professional Qualifications, 2014 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall have been certified as:
(1) at least a Firefighter II or First Class Firefighter for a period of at least one (1) year prior to the date of application;
(2) a Fire Officer-Strategy and Tactics; and
(3) an Instructor I.

SECTION 10. (a) This SECTION supersedes 655 IAC 1-2.1-9.

(b) The minimum training standards for Fire Officer II certification shall be as set out in Chapter 5 of that certain document titled NFPA 1021, Standard for Fire Officer Professional Qualifications, 2014 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall be certified as a Fire Officer I.

SECTION 11. (a) This SECTION supersedes 655 IAC 1-2.1-10.

(b) The minimum training standards for Fire Officer III certification shall be as set out in Chapter 6 of that certain document titled NFPA 1021, Standard for Fire Officer Professional Qualifications, 2014 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall be certified as a Fire Officer II.

SECTION 12. (a) This SECTION supersedes 655 IAC 1-2.1-11.

(b) The minimum training standards for Fire Officer IV certification shall be as set out in Chapter 7 of that certain document titled NFPA 1021, Standard for Fire Officer Professional Qualifications, 2014 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall be certified as a Fire Officer III.

SECTION 13. (a) This SECTION supersedes 655 IAC 1-2.1-12.

(b) The minimum training standards for Fire Inspector I certification shall be as set out in Chapter 4 of that certain document titled NFPA 1031, Standard for Professional Qualifications for Fire Inspector and Plan Examiner, 2014 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

SECTION 14. (a) This SECTION supersedes 655 IAC 1-2.1-13.

(b) The minimum training standards for Fire Inspector II certification shall be as set out in Chapter 5 of that certain document titled NFPA 1031, Standard for Professional Qualifications for Fire Inspector and Plan Examiner, 2014 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall be certified as a Fire Inspector I.

SECTION 15. (a) This SECTION supersedes 655 IAC 1-2.1-13.1.

(b) The minimum training standards for Fire Inspector I/II certification shall be as set out in Chapters 4 and 5 of that certain document titled NFPA 1031, Standard for Professional Qualifications for Fire Inspector and Plan Examiner, 2014 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

SECTION 16. (a) This SECTION supersedes 655 IAC 1-2.1-15.

(b) The minimum training standards for Fire Investigator I certification shall be as set out in Chapter 4 of that certain document titled NFPA 1033, Standard for Professional Qualifications for Fire Investigator, 2014 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

SECTION 17. (a) This SECTION supersedes 655 IAC 1-2.1-16.

(b) The minimum training standards for Public Fire and Life Safety Educator I certification shall be as set out in Chapter 4 of that certain document titled NFPA 1035, Standard on Fire and Life Safety Educator, Public Information Officer, Youth Firesetter Intervention Specialist, and Youth Firesetter Program Manager Professional Qualifications, 2015 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

SECTION 18. (a) This SECTION supersedes 655 IAC 1-2.1-17.

(b) The minimum training standards for Public Fire and Life Safety Educator II certification shall be as set out in Chapter 5 of that certain document titled NFPA 1035, Standard on Fire and Life Safety Educator, Public Information Officer, Youth Firesetter Intervention Specialist, and Youth Firesetter Program Manager Professional Qualifications, 2015 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall be certified as a Public Fire and Life Safety Educator I.

SECTION 19. (a) This SECTION supersedes 655 IAC 1-2.1-18.

(b) The minimum training standards for Public Fire and Life Safety Educator III certification shall be as set out in Chapter 6 of that certain document titled NFPA 1035, Standard on Fire and Life Safety Educator, Public Information Officer, Youth Firesetter Intervention Specialist, and Youth Firesetter Program Manager Professional Qualifications, 2015 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall be certified as a Public Fire and Life Safety Educator II.

SECTION 20. (a) This SECTION supersedes 655 IAC 1-2.1-19.

(b) The minimum training standards for Instructor I certification shall be as set out in Chapter 4 of that certain document titled NFPA 1041, Standard for Fire Service Instructor Professional Qualifications, 2012 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall have been certified as at least a Firefighter II or First Class Firefighter for a period of at least one (1) year prior to the date of application.

(d) To maintain certification, the candidate shall accrue a minimum of twenty (20) hours of continuing education, consisting of at least:
(1) twelve (12) hours of teaching classes in public safety and emergency response;
(2) four (4) hours of evaluating practical skills; and
(3) four (4) hours of attendance at classes in training in adult education;
that shall be reported on a form approved by the training division every two (2) years. The report shall be received by the board not later than thirty (30) days after the expiration of the two (2) year period that commenced on the date of initial certification or the applicable two (2) year anniversary of the date.

(e) The training in adult education referred to in subsection (d) shall be acquired through classes that teach instructors techniques on teaching adult students:
(1) basic coaching and motivational techniques used in an instructional situation;
(2) adaptation of lesson plans or materials to specific instructional situations;
(3) learning styles of students and how instructor could adapt teaching styles;
(4) types of learning disabilities and methods for dealing with them;
(5) methods of dealing with disruptive and unsafe behavior;
(6) communication skills necessary to be an effective instructor;
(7) how to provide evaluation feedback to students, given evaluation data, so that the feedback is timely, specific enough for the student to make efforts to modify behavior, objective, clear, and relevant and includes suggestions based on the data;
(8) use and limitations of teaching methods and techniques;
(9) how to supervise other instructors and students during training, given a training scenario with increased hazard exposure, so that applicable safety standards and practices are followed and instructional goals are met;
(10) development of student evaluation instruments to support instruction and the evaluation of test results; or
(11) conducting a needs assessment for an organization, an individual, or a set of students.

(f) Continuing education obtained in compliance with the requirements of subsection (d) may be used to comply with the continuing education requirements of SECTION 21(d) of this document.

SECTION 21. (a) This SECTION supersedes 655 IAC 1-2.1-20.

(b) The minimum training standards for Instructor II/III certification shall be as set out in Chapters 5 and 6 of that certain document titled NFPA 1041, Standard for Fire Service Instructor Professional Qualifications, 2012 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall:
(1) either be certified as:
(A) an Instructor I; or
(B) a First Class Instructor; and
(2) have taught, documented, and reported to the board thirty (30) hours of instruction.

(d) To maintain certification, the candidate shall accrue a minimum of twenty (20) hours of continuing education, consisting of at least:
(1) twelve (12) hours of teaching classes in public safety and emergency response;
(2) four (4) hours of evaluating practical skills; and
(3) four (4) hours of attendance at classes in training in adult education;
that shall be reported on a form approved by the training division every two (2) years. The report shall be received by the board not later than thirty (30) days after the expiration of the two (2) year period that commenced on the date of initial certification or the applicable two (2) year anniversary of the date.

SECTION 22. (a) This SECTION supersedes 655 IAC 1-2.1-22.

(b) The minimum training standards for Safety Officer certification shall be as set out in Chapter 4 and 5 of that certain document titled NFPA 1521, Standard for Fire Department Safety Officer Professional Qualifications, 2015 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall be certified as a Fire Officer I.

SECTION 23. (a) This SECTION supersedes 655 IAC 1-2.1-24.

(b) The minimum training standards for Hazardous Materials First Responder-Awareness certification shall be as set out in Chapter 4 of that certain document titled NFPA 472, Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents, 2013 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

SECTION 24. (a) This SECTION supersedes 655 IAC 1-2.1-24.1.

(b) The minimum training standards for Hazardous Materials First Responder-Operations certification shall be as set out in Chapter 5 and Sections 6.2 and 6.6 of that certain document titled NFPA 472, Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents, 2013 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall have been certified as a Hazardous Materials First Responder-Awareness.

SECTION 25. (a) This SECTION supersedes 655 IAC 1-2.1-24.2.

(b) The minimum training standards for Hazardous Materials-Technician certification shall be as set out in Chapter 7 that certain document titled NFPA 472, Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents, 2013 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

(c) The candidate shall have been certified as a Hazardous Materials First Responder-Operations or Hazardous Materials First Responder-Awareness/Operations.

SECTION 26. (a) This SECTION supersedes 655 IAC 1-2.1-24.4.

(b) The minimum training standards for Hazardous Materials First Responder- Awareness/Operations certification shall be as set out in Chapters 4 and 5 and Sections 6.2 and 6.6 of that certain document titled NFPA 472, Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents, 2013 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION.

SECTION 27. (a) This SECTION supersedes 655 IAC 1-2.1-75.6.

(b) The minimum training standards for Technical Rescuer-Awareness certification shall be as set out in those certain documents titled as follows:
(1) Sections 5.2, 6.2, 7.2, 8.2, 10.2, 11.2, 12.2, 13.2, 14.2, 15.2, and 16.2 of NFPA 1670, Standard on Operations and Training for Technical Search and Rescue Incidents, 2017 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION. NFPA 1500, NFPA 1521, and NFPA 1561 are:

(b) The minimum training standards for Rope Rescuer-Operations certification shall be as set out in Chapter 4 and Sections 5.2 and 5.3 of that certain document titled NFPA 1670, Standard on Operations and Training for Technical Search and Rescue Incidents, 2017 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION. NFPA 1500, NFPA 1521, and NFPA 1561 are:
(1) not adopted;
(2) not enforceable; and
(3) referenced for information purposes only.

(c) The candidate shall have been certified as:
(1) an Indiana First Responder or any other certification issued by the Emergency Medical Services Commission under 836 IAC; and
(2) a Technical Rescuer-Awareness.

SECTION 29. (a) This SECTION supersedes 655 IAC 1-2.1-97.

(b) The minimum training standards for Rope Rescuer-Technician certification shall be as set out in Chapter 4 and Sections 5.2, 5.3, and 5.4 of that certain document titled NFPA 1670, Standard on Operations and Training for Technical Search and Rescue Incidents, 2017 Edition, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169-7471, which is hereby adopted by reference and made a part of this SECTION as if fully set out in this SECTION. NFPA 1500, NFPA 1521, and NFPA 1561 are:
(1) not adopted;
(2) not enforceable; and

(c) The candidate shall have been certified as a Rope Rescuer-Operations.

SECTION 30. (a) This SECTION supersedes 655 IAC 1-2.1-97.1.
