Notice of Changes in Methods and Standards for
Medicaid Payments for Telemedicine Services


In accordance with public notice requirements of 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA) Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing reimbursement policy for Medicaid telemedicine services.

FSSA-OMPP proposes to modify Medicaid policy for telemedicine services to align the definition of Medicaid telemedicine services to that of "telemedicine" in IC 25-1-9.5-6, make other verbiage changes consistent with IC 25-1-9.5, remove the 20 mile restriction between patient and provider in accordance with House Bill 1337 (2017), and revise the permissible telemedicine provider and service types.

The change in reimbursement is necessary in order to comply with state law and to provide increased access to telemedicine services for Medicaid beneficiaries. It is estimated that the fiscal impact of these changes will be an increase in state and federal expenditures of approximately $11,000 for FFY 2017 (federal share of $7,000 and state share of $4,000) and $137,000 for FFY 2018 (federal share of $90,000 and state share of $47,000).

Also, a copy of this notice is now available and may be inspected by contacting the local county office of the Division of Family Resources, except in Marion County, where public inspection may be made at the Indiana Government Center South, 402 West Washington Street, Room W374, Indianapolis, Indiana.
