OFFICE OF THE SECRETARY OF FAMILY AND SOCIAL SERVICES

Notice of Changes in Methods and Standards for Medicaid Payments for Interns

In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA) Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing reimbursement policy for Medicaid services provided by interns.

OMPP proposes to modify the reimbursement methodology for physician services to add reimbursement for the services of interns or practicum students provided in a community mental health center under the supervision of a physician. This change shall be effective August 1, 2017.

OMPP is making this change in order to permit interns or practicum students, under the supervision of a physician, to provide outpatient mental health services to Medicaid beneficiaries in a community mental health center. This change will expand the number of practitioners providing services and will ensure Medicaid beneficiaries have access to care. It is estimated that the fiscal impact of these changes will be an increase in state and federal expenditures of approximately $.18 million for FFY 2017 (federal share of $.12 million and state share of $.06 million) and $.76 million for FFY 2018 (federal share of $.50 million and state share of $.26 million).

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.

There will be no public hearing. The public comment period will run from Wednesday, June 28, 2017, through July 28, 2017, at 5:00 p.m. ET. Written comments may be directed via email to: jennifer.white@fssa.in.gov or by postal mail to:
